Fire damper testing

A fire damper is a shutter inside a duct that closes when it gets hot, so fire cannot travel through the ventilation system from one compartment to the next. Testing proves it still shuts. BESA reports that BS 9999 expects every damper to be tested by a competent person on completion and at least annually after that, with spring-operated dampers tested at least every year.

Testing is usually let as a yearly or multi-year contract. Liverpool Women’s NHS Foundation Trust published £11,729 for locating and testing its fire and smoke dampers for one year.

When you need dampers tested

  • Nobody can show a test record for the dampers in the last 12 months.
  • You do not know how many dampers the building has or where they are.
  • The fire risk assessment or your insurer has asked for evidence.
  • Ductwork has been altered, extended or cleaned.
  • Dampers are in kitchens, dusty or dirty areas where they clog faster.
  • You have taken over a building with no handover records.

Where these figures come from

Public contract values are the published figure on each award notice, excluding VAT where the notice says so. They show the scale of real jobs, not a rate for yours. Notices: Liverpool Women’s NHS Foundation Trust, City Hospitals Independent Commercial Enterprises, NHS Wales Shared Services Partnership. None states the number of dampers. A single building is usually priced per damper once they are located and counted; the passive fire protection cost guide explains what drives the price.

What proper damper testing covers

The parts of the job that decide whether it holds up in a fire.

  1. A damper register

Every damper given a reference and marked on a plan, with its type, size and how it is released.

  2. A real test

Each damper released and seen to close fully, then reset. For motorised dampers, the signal from the fire alarm tested too.

  3. Access panels

Where a damper has no access panel it cannot be tested. A good report lists these and quotes for panels.

  4. Cleaning and repair

Dust and grease stop dampers closing. Ask whether light cleaning and minor repairs are included on the day.

  5. Photos and results

A pass or fail for each damper, with photos open and closed, and a list of failures to fix.

  6. A date for next time

The next test date for each damper, so the building stays on a cycle.

Questions people ask

How often should fire dampers be tested?

BESA reports that BS 9999 expects all fire dampers to be tested on completion and at least annually after that, with spring-operated dampers at least every year. Dampers in dirty or greasy areas may need checking more often.

What is a fire damper drop test?

The damper is released, usually by removing or triggering its fusible link or using its motor, so it closes under its own spring or weight. The tester checks it shuts fully, then resets it.

What is the difference between a fire damper and a smoke damper?

A fire damper closes when heat melts a link or a signal tells it to, holding back fire. A smoke damper is controlled by the fire alarm or smoke control system to stop or steer smoke. Many dampers do both.

Who is responsible for damper testing?

The responsible person for the building, under the duty in the Fire Safety Order to keep fire safety equipment in efficient working order. Facilities teams often contract it alongside ventilation maintenance.

What if a damper cannot be reached?

It cannot be tested, so it counts as unknown. Most contractors list these and quote to fit access panels.

What does damper testing cost?

Contractors usually price per damper once the dampers are located and counted. Published public contracts range from £11,729 for one NHS site for a year to £380,000 across NHS Wales for three years.
